Immigration as a tactic of war
They flood wealthy countries with illegal immigrants with the purpose of causing internal disruption, in order to justify the implementation of a police state, where privacy is a luxury of the elite, and everyone else is under constant surveillance and suspicion, and treated like a potential criminal, regardless of whether or not you are guilty or innocent, everyone will be treated as if they are guilty.
Problem - Reaction - Solution
They cause the problem: Flood the country with illegal aliens.
They get a reaction: Get them out of here, deport them!
They provide the solution: Rounding them all up by ICE.
But now you've got a secret police force that can round up, detain, and make anyone disappear, and they've got an excuse, because they can now label you an illegal alien, or potential terrorist, even if you are neither of those things.

The reservation system as a tactic of concealment
Here's another theory inspired by recent readings.
Over the last few hundred years, they genocided most indigenous populations around the world. But what if what we're told about the survivors is completely fake, and all the people living on these Indian reservations, are all descendants of the reservation system going back multiple generations, which means their reality is most likely manipulated, their historical record is falsified, and the majority have no memory of the past, and the few who do may be paid to genocide their own people, and to keep the few survivors enslaved, disempowered, and completely in the dark. Possibly the reservation system was created under the conditions of being a concentration camp, and the people who are born into that system are like actors on a Hollywood set, or slaves in a zoo, creating an environment similar to a renaissance fair tourist attraction. Their public role is purely in the service of propaganda, but their private role is in the preservation of secrets that serve the interests of other groups.
